When applied to thought, this indicates the formative logical constructs behind an argument or proposition, so I&#039;m referencing the thinking underlying the DCFS&#039;s policy.

&#039;Nuts&#039; is a colloguial expression for people who are judged insane. &#039;Bolts&#039; are what keep doors locked shut, and in this context references the extent to which this society of ours is becoming increasingly restrictive of individual rights and freedoms.
